GEF-Global Nutrient Cycling (GNC) project

The project is designed “to provide the foundations (including partnerships, information, tools and policy mechanisms) for governments and other stakeholders to initiate comprehensive, effective and sustained programmes addressing nutrient over-enrichment and oxygen depletion from land based pollution of coastal waters in Large Marine Ecosystems”.

The project aims to develop and apply quantitative modeling approaches: to estimate and map present day contributions of different watershed based nutrient sources to coastal nutrient loading and their effects; to indicate when nutrient over-enrichment problem areas are likely to occur; and to estimate the magnitude of expected effects of further nutrient loading on coastal systems under a range of scenarios.

Project title: Global foundations for reducing nutrient enrichment and oxygen depletion from land based pollution, in support of Global Nutrient Cycle

Project Objective: To provide the foundations (including partnerships, information, tools and policy mechanisms) for governments and other stakeholders to initiate comprehensive, effective and sustained programmes addressing nutrient over-enrichment and oxygen depletion from land based pollution of coastal waters in Large Marine Ecosystems.

Project Outcomes:

The development and application of quantitative modelling approaches
Systematic analysis of available scientific, technological and policy from key nutrient source sectors such as agriculture, wastewater and aquaculture
Application of the modelling analysis to assess the likely impact and overall cost effectiveness of various policy options such as Tool Box
Application of this approach in the Manila Bay watershed
Establish global partnership on nutrient management

The project has four (4) main operational components and two (2) over-arching components. Each component contributes to overall lessons drawn and potential for replication and up-scaling, which will be disseminated in an inter-active way and continue after project completion to provide sustainability. The following are the four (4) operational components and the main outputs and outcomes:

Component A: Global partnership on Nutrient Management addressing causes and impacts of coastal nutrient over-enrichment and hypoxia.
Lead partners: UNEP-GPA, Energy Centre of Netherlands (ECN), International Nitrogen Initiative (INI), Centre for Ecology and Hydrology (CEH)

Global review of the challenge of nutrient management and policy drivers;
Strengthened GPNM through broadened regional and international partnerships;
Established GPNM Regional Platforms and strengthened regional partnership engagement;
Enhanced web-presence for the GPNM and resource base for users.

Component B: Quantitative analysis of relationship between nutrient sources and impacts to guide decision making on policy and technological options.
Lead Partners: Intergovernmental Oceanographic Commission of UNESCO, University of Utrecht, Washington State University

Updated global databases on nutrient loading, occurrence of harmful algal blooms (HABs) and hypoxic zones;
Nutrient load estimation from major global watersheds;
Enhanced nutrient cycle modelling capabilities.

Component C: Establishment of scientific, technological and policy options to improve coastal water quality policies in LMEs and national strategy development.
Lead partners: Global Environment and Technology Foundation (GETF), Energy Centre of Netherlands (ECN), World Resources Institute (WRI)
Compiled global nutrient management tool box of policy and technical solutions
Toolbox features:

Inventory of nutrient reduction best practices compiled from countries across the globe;
Case studies on selected technology and policy options; syntheses of policy measures and regulations;
Nutrient budget calculator tool - allows for evaluation of impacts of management practices.

Component D: Development of nutrient reduction strategies through application of quantitative source-impact modelling and best practices in Manila Bay watershed.
Key partners: Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), University of Maryland Center for Environmental Science (UMCES), Chilika Development Authority (CDA), Laguna Lake Development Authority (LLDA), University of the Philippines Marine Science Institute (UPMSI)

Updated key decision-support tools - Manila Bay Integrated Information Management System, the Manila Bay Environmental Atlas and State of Coasts reports (Provinces of Bataan, Cavite and Pampanga);
Pollutant loading and ecosystem impact modelling for the Manila Bay watershed;
Ecosystem Health Report Cards for Chilika Lake, Odisha State, India, and Laguna de Bay, Philippines that incorporate critical influencing factors including nutrient influx, in assessment of the overall state of environment.

The following are the two (2) over-arching components:

Component E: Monitoring and evaluation effective project co-ordination.
Component F: Management and over-sight.

This four-year project is being implemented by UN Environment and executed by the Global Programme of Action for the Protection of the Marine Environment from Land-Based Activities (GPA).
